First President Trump-ordered raid kills 8-year-old American girl, six years after her teenage brother died in drone strike

The first U.S. citizen casualty of President Trump’s military is an 8-year-old girl — who died six years after her big brother was killed in a raid ordered by former President Barack Obama.

Little Nawar al-Awlaki — the daughter of U.S.-born Yemeni preacher and Al Qaeda ideologue Anwar al-Awlaki  — was shot and killed during a Sunday raid targeting militants in southern Yemen, her grandfather said. “She was hit with a bullet in her neck and suffered for two hours,” Nasser al-Awlaki told Reuters. “Why kill children? This is the new (U.S.) administration — it’s very sad, a big crime.” Medics on the scene said at least nine other women and children were killed in the raid.(nydailynews)…[+]

Suspected mobster wanted by police wasn’t hiding — he just wanted to wait until after Super Bowl to turn self in, lawyer says

A suspected mob associate accused of hiding from cops wasn’t trying to avoid arrest on federal gambling charges — he just wanted to wait until after the Super Bowl to turn himself in, his lawyer said. Anthony (The Kid) Camisa is one of 46 suspected East Coast mobsters and associates hit with racketeering charges in early August.

While most were collared when the charges came down, Camisa was one of three who remained on the lam. Authorities nabbed Camisa in late December — some four months after the high-profile indictment — and have since pushed for him to remain behind bars until trial. Prosecutors have argued that his apparent disappearing act makes him a flight risk.(Nydailynews)…[+]

Advancing a clean energy agenda in the Caribbean

Nassau, The Bahamas – Caribbean countries have made notable progress in making the shift to sustainable energy but more must be done to promote and unlock financing for a clean energy shift in the Region. Representatives from the Caribbean Development Bank (CDB) made this point during the Fifth Caribbean Sustainable Energy Forum (CSEF-V) in Nassau, The Bahamas this week.

Tessa Williams-Robertson, Head of Renewable Energy and Energy Efficiency, CDB, was among keynote presenters at the event, which took place from January 23 to 25, 2017. She made recommendations on how governments can bridge the financing gap that could slow the Region’s progress on achieving its renewable energy targets. Data show that the Caribbean needs at least USD15 billion in financing to achieve 47 percent renewable power capacity by 2027.

“As a Region, we face a number of constraints to accessing financing for sustainable energy development. These include our small market size and the perceived high risk of investing in the Caribbean,” said Tessa Williams-Robertson, Head of Renewable Energy and Energy Efficiency, CDB.

Williams-Robertson told attendees that to drive the right quantity and quality of investments, Caribbean governments need to ensure their legal frameworks allow and support sustainable energy financing; establish the feasibility and financial viability of the proposed projects; and determine if capacity-building or technical assistance is needed for implementation.

The Bank’s Borrowing Member Countries now have access to grant and loan resources, and technical support that CDB has raised from a number of partners and agencies. They include funding from the Government of Canada; the European Investment Bank Climate Action Line of Credit; the European Union Caribbean Investment Facility; the Government of Germany; the Inter-American Development Bank; and the United Kingdom Department for International Development…[+]

Eight countries receive disaster training in Trinidad and Tobago

The Economic Commission for Latin America and the Caribbean (ECLAC) and the Association of Caribbean States (ACS) have convened a four-day training course in Port of Spain, Trinidad and Tobago, to improve the ability of policymakers from eight Caribbean countries to prepare for disasters and to assess their effects and impacts. Director of ECLAC Caribbean, Diane Quarless, noted in her opening remarks that the week’s activities “places appropriate emphasis on disaster risk management, in which the imperatives of risk reduction, risk identification, preparedness and financial protection are critical pillars of sustainable development and resilience.” These perspectives were shared by the Secretary General of the ACS, Her Excellency Dr. June Soomer, who stated that “the benefits of more integrative, proactive frameworks will better aid in disaster risk reduction and will ensure that all citizens understand vulnerabilities and their role in managing such risks.” The training, which takes place from 24-27 January 2017under the theme “Planning for Disaster Risk Management and Disaster Assessment Methodology in the context of the 2030 Development Agenda and the attainment of the Sustainable Development Goals”, is being attended by policymakers representing disaster management agencies, and ministries of planning, finance, development, public works and housing in Aruba, Barbados, British Virgin Islands, Dominica, Grenada, Saint Lucia, Saint Vincent and the Grenadines and Trinidad and Tobago, in addition to representatives from ECLAC, the ACS and Caribbean Disaster Emergency Management Agency (CDEMA). CCRIF SPC (formerly the Caribbean Catastrophe Risk Insurance Facility) also participated and presented information to participants on its available products and services and how to access the Facility. During the various sessions, participants will learn about the complexities of a disaster, how it might affect different sectors, and how to properly apply ECLAC’s Disaster Assessment Methodology, as well as the necessary information needed to implement it. Ms. Quarless also stated that continued effort is needed in dealing with disasters. “Over the past 20 years, the international community has allocated almost US $70 billion in support of emergency response, while only US $13.5 billion has been designated for disaster risk reduction.

These figures suggest that we still have work to do in raising awareness of the fact that prevention is better than cure.” Special focus is being placed through the training on the link between disaster risk management, the 2030 Agenda for Sustainable Development, and the promotion of Principle 10 in the region. The 2030 Agenda outlines a set of 17 global goals aimed at ending poverty, promoting decent work and economic growth, protecting the planet and ensuring prosperity for all as part of a framework to advance sustainable development. The Agenda also recognizes the strong linkages between poverty, risk and resilience, and acknowledges how disasters can reverse accomplishments made in social, economic and environmental development.

The Partnership for Principle 10 seeks to improve national public participation systems to ensure access to information, public participation, and justice in decision-making that affects the environment. This training forms part of ECLAC’s on-going effort to strengthen the capacity of policy makers across Latin America and the Caribbean to respond to disasters. In this context, since 2015 ECLAC has strengthened partnerships with disaster-related institutions in the region such as the ACS, the Caribbean Disaster Emergency Management Agency (CDEMA) and CCRIF SPC…[+]

Former Soviet leader Mikhail Gorbachev warns, ‘It all looks as if the world is preparing for war’
